The current UP police recruitment system was established in 1860 as a result of the recommendations of the police commission, which was led by the H.M court, and was enacted as the police recruitment act of 1861. Therefore, H.M court was appointed as the first Inspector General of police of the northwest province and Awadh , which is now in Uttar Pradesh . In addition to that, many amendments have occurred in the 1861 police recruitment Act since then, influencing the state’s current police institution and structure. The director-general of police(D.G.P.) is leading the state police authority moreover, he addresses the state police that how and what they have to work. So that Many higher authorized personnel are addressing him regarding the situation and condition of our state. The State Capital “Lucknow” is the headquarter of the State Police Organization .
The state of Uttar Pradesh is divided into eight police zones to make peaceful environment of our state and moreover for each zone, the rank of Assistant director-general of police is assigned in the Indian Police service who is leading his own zone and maintaining the peaceful situation in his zone and addressing the whole situation to D.G.P. Therefore, each police zone is made up of two to three police ranges.
Brief about how UP police works
The state of Uttar Pradesh has a total of 18 police ranges. Each range, which corresponds to the administrative division, is led by an official with the rank of inspector general of police or deputy inspector general of police. Each police range is made up of two to four districts.
The state is divided into 74 police districts. The SP or SSP is the police chief in each district ( excluding Lucknow, Gautam Buddha Nagar, Kanpur Nagar and Varanasi ). Therefore, Superintendent of police(SP), Deputy superintendent of police( deputy SP), or assistant superintendent of police, who may be officers of the provincial police service for the Indian police services, support him in the performance of his duties.
The number of SPs and deputy SPs in each district varies according to the district’s size, population, police word and kind of police jobs. While the Districts like Lucknow, Varanasi, Allahabad etc have significantly more SPs and deputy SPs than other districts. But in smaller districts such as Baghpat, kannauj, Mahoba, and Chandauli, the number of PPS officers is much lower.
In most cases, a state police district corresponds to the administrative district and though the senior Superintendent of Police (SSP), Superintendent of Police(SP), Police, always an officer of the Police service, is in charge of the district police force and the district magistrate, who is an officer of the Indian administrative service.
Brief about police circles work
The police districts are further divided into police circles or sub subdivisions. However, a deputy superintendent of police or Assistant superintendent of police is often in charge of the police circle. Therefore, In Uttar Pradesh, the circle officer is the officer in charge of the police circle or subdivision. A police circle is typically made up of two to four police stations.
In addition, a Police inspector is in charge of each police station. The major police station is the district of the city, known as the kotwali, which can be found throughout Uttar Pradesh and other states particularly, in north India.
About Police Kotwali System in brief
The kotwali has jurisdiction over the major, or usually older part of the town/ city. Kotwali used to cover the main town area of cities or districts when they were smaller and had a lower population than they do now, and they hadn’t increased in size as much. Moreover, In the native language, a police station is known as the Thana and a police station commanding officer is referred to as the station officer(SO) or station house officer(SHO). Many post people like numerous sub-inspectors, head constables, and constables help him. Several police chowkis are also located within the police station. Thus, A sub-inspector of police is in charge of the police chowki.
The cities like Lucknow, Gautam Buddha Nagar, Kanpur Nagar and Varanasi, police commissioner system has been adopted. The district is led by a Commissioner of Police who holds the title of additional director general of police (ADG). A combination of IPS and PPS officers is assigned to them as DCPs and ACP’s.
In a zone, three DCPs are stationed. The state emblem is above one star on the Insignia of one DCP, who is senior to the other two DC’s, whose Insignia is merely one state emblem. In addition, ACP’s, who is the chief of various circles, serve under DCPs. However, Under various acts, they are also given the executive magistrate power.
