There is no one-word answer to this question. However, if one compares the statistics of placements of top IIT and IISC, one will find that the packages at IIT are higher than that of IISC. Now to answer it in short, there are many ways in which IISC is ahead of IIT’s, and there are some pointers where IIT leads ahead.
Overall it is safe to say IISC is the winner if placements are ignored and if placements are taken into account, then there is no winner since IISC also has decent placements.
